John Laing consortia announced as Preferred Bidder for £230 million Tunbridge Wells hospital scheme

Wednesday, November 07, 2007

The Consortium which includes John Laing, Commonwealth Bank of Australia and Interserve, has been named as preferred bidder for the £230million Pembury Hospital scheme in Tunbridge Wells, Kent.

The scheme will see the construction of the new 65,000 sq/m Pembury Hospital for the Maidstone and Tunbridge Wells NHS Trust under a 30-year concession.  The consortium will be responsible for the design, build and finance of the hospital, with partners Laing O’Rourke responsible for construction, and Interserve FM responsible for the provision of Hard FM services.

The new Pembury Hospital will provide all inpatient accommodation in single en-suite bedrooms; making it the first NHS acute hospital of its kind in the UK. The hospital design incorporates the concept of hospitals within a hospital. This supports the separation of planned and emergency patient journeys and of visitors and the movement of goods and waste.

Construction of the new hospital on the site of the existing general hospital in Pembury, will begin in 2008, once a programme of site improvement works has been completed.  Construction will continue in two phases, with the main hospital buildings reaching completion before existing accommodation at the top of the site is cleared.

The Pembury Hospital has been uniquely designed by Anshen and Allen incorporating into the design features for patient safety and effective infection control. Design elements include separate planned and emergency areas to reduce the risk of infection, in-patient bedrooms designed to minimise falls and the separation of inpatient and outpatient facilities to address issues of patient privacy and dignity.  With the aim of delivering Trust objectives, the new hospital has been developed to fit with the local rural setting, with patient accommodation placed to take advantage of the woodland views and southerly aspects.

Commenting on the Pembury Hospital, David Hardy, Director of John Laing Investments said: “Pembury Hospital is a fantastic scheme, and will provide first-class facilities for the local community. We look forward to beginning work on the scheme and to welcoming the first visitors to the hospital in 2011.”

Graham Goddard, Estates Development Director of Maidstone and Tunbridge Wells NHS Trust added:

“The new hospital at Pembury will set a new benchmark for the NHS.  Our highest priority is the safety of patients. Working together with the National Patient Safety Agency (NPSA) and our partnership with the John Laing consortium has made possible what we believe will be the safest hospital in the country. We have reviewed international experience and learning and incorporated this within the design. It will be the first large hospital in the UK with 100% single inpatient rooms all with en-suite facilities.  The new hospital will provide a full range of emergency and planned services in a world class building in an outstanding setting that our local community can be proud of.”
