Our activities in Property Development and (non PFI) Public Private Partnerships are delivered through John Laing Projects and Developments. These are currently Further Education projects and Courts projects (Private Developer Scheme), as well as, generally, commercial mixed use schemes, focussing around regeneration and infrastructure delivery, ranging from £50m upwards. The Bid Manager role reports to a JLPD Director and sits in the wider JLPD team of around 50 and will be responsible for the management of bid submission in compliance with the Clients requirements, managing the process to achieve preferred bidder and financial close.
The Role:
Develop a partnership approach with the client, involving all parties
Fully engage with the client and develop a close relationship so as to better understand their needs
Know the contents of the bid thoroughly so that control and ownership is clearly communicated to the client; produce an integrated bid that meets the clients requirements
Programme management and coordination of the bid process and activities of the team as a whole, ensuring all parties are clear of expectations and responsibilities
Work with the D & B Contractor to negotiate acceptable pricing & terms to be included within the bid
Fully understand the risks of the project and control the transfer of those risks; work with team to negotiate a commercially viable solution
Implement sign off procedures and processes; establish budgets and control expenditure
Involvement in negotiation of contracts to financial close
Depending on the project location there may be a need to travel and, on occasion, stay away from home
Skills and Experience Required:
Proven bid management experience - bidding to the public sector
Previous experience of Project Agreements or Development Agreements useful
Understanding of Contractor pricing of D & B projects
Successful track record of managing a bid team
MS Office skills / IT literate
Ability to work under pressure and meet deadlines
Commercial acumen and negotiating ability
Strong written communication skills i.e. ability to write concise bid text
Energetic, competitive and a desire to achieve
Excellent interpersonal, communication and influencing skills; able to engage client fully
Team player and leader
Capable of absorbing information and comprehending it in a short time span
Relevant degree or equivalent e.g. engineering / architecture / construction
A financial qualification or property background would be an advantage, not essential
Membership of a relevant professional institution would be an advantage, not essential
