John Laing appoints Matt O’Toole as General Counsel
John Laing Group ("John Laing"), a leading international investor and active manager of core infrastructure assets, today announce the appointment of Matt O’Toole as General Counsel. Matt took up his new role as General Counsel on 1 September 2025 and will be based in London serving on the Senior Management Group, reporting directly to Andrew Truscott, Chief Executive Officer.
Matt will be responsible for John Laing’s legal, governance, risk and compliance functions as part of this role, and will be focused on helping John Laing achieve its growth ambitions.
Andrew Truscott, Chief Executive Officer said: “Matt is a highly experienced lawyer who has vast experience from his time at CVC in investing in new opportunities, managing complex assets and leading a legal function. His knowledge and experience make him uniquely qualified for our business and we are delighted to have someone of his calibre and experience join John Laing”.

Previously, Mr O’Toole was Managing Director at CVC Capital Partners where he was with the organisation for 13 years. His responsibilities included leading a global team of transactional lawyers advising on all of CVC's private equity investments. Matt also has extensive experience of advising on non-transactional matters, including litigation, portfolio management and a broad range of regulatory and compliance issues.
