A130 Bypass, UK

CountyRoute, a wholly owned subsidiary of John Laing, was chosen by Essex County Council in October 1999 as their private sector partner for the new A130 bypass. John Laing’s role included raising finance and actively managing the project through construction and into operation. The asset has a 30-year concession.

First PFI road for a local authority

The A130 was the first local authority road to be built using the Private Finance Initiative (“PFI”). Built in two sections, the project consists of 14km of dual two and three-lane carriageway, a grade-separated interchange and 19 structures.

The Northern Section (Chelmsford to the A132 Rettendon Turnpike) was opened to traffic in January 2002 and the Southern Section was opened in February 2003.

The new road provided much-needed relief to the villages along the old A130, previously one of the busiest single carriageway roads in Europe. The A130 is a key link in the primary road network connecting East Anglia to South East Essex.

Over the last 20 years the new bypass has supported regeneration in South East Essex and improved quality of life for local residents, easing congestion and reducing accidents on county roads in the area which had previously suffered from congestion for many years.
