A first-of-a kind investment where John Laing is the first sole sponsor and equity investor in critical ancillary infrastructure services for the world’s first large-scale hydrogen-enabled steel facility. In 2024, John Laing acquired the greenfield development of the Water Treatment Plant (WTP) that is critical to the operations of the Stegra industrial plant in Boden, Sweden.

The project consists of the design, build, finance, maintenance and operation (“DBFOM”) of the Water Treatment Plant under a bespoke Water Treatment Services Agreement (WTSA) with Stegra and wider stakeholders. The construction partner for the WTP is Aquatech. Construction started in Q3 2023 and operations are expected to start at the end of 2026.
Creating value with innovative PPP-like structure
Leveraging expertise in greenfield financing, John Laing structured a private to private partnership (PtPP) with Stegra to provide essential water treatment services through the design, build, financing, operations and maintenance of the Water Treatment Plant (WTP). John Laing led the structuring of an attractive and robust, long-term senior finance package with ECA backing. This novel package provided overall lower cost of capital and diversity of funding to support the wider Stegra Steel plant project.
Stegra's green steel project is a pioneering development set to decarbonise the steel industry using green hydrogen technology. The project will produce 5 million tonnes of green steel annually by 20230, reducing CO2 emissions by up to 95% compared to traditional steelmaking methods.
The WTP will supply demineralised water to the plant’s electrolysers as well as purified water for system cooling. In addition to treating wastewater from the steel mill with near-zero liquid discharge to preserve biodiversity, the WTP is powered entirely by renewable energy
